Terms of reference

GreenCape requires the services of a service provider that can assist in the design and delivery of a range of activities to increase demand-led skills development in the green economy across these two workstreams.

The project aims to strengthen mechanisms for greater interaction between government, green economy industry and tertiary training institutions (e.g. universities, TVETs), all relevant SETAs and other relevant training and skills development institutions to ensure the development of relevant green economy skills in South Africa.

This work will form part of a project exploring the successful consensus of the South African Renewable Energy Masterplan and support to the ecosystem to ensure that key elements of this plan can be located in the region of Mpumalanga. The UK Department for Business, Energy and Industrial Strategy (BEIS) funds this work, in the context of the UK PACT (Partnering for Accelerated Climate Transitions) flagship programme under the International Climate Finance (ICF) portfolio.

 

The contract would be from 1 May 2022 (or as soon as possible after that) to 31 January 2023.

 

Scope of work:

Working with the project team, the work will entail the detailed design, management and delivery
of two workstreams:

Workstream 1

Development of industry-led local skills that will support the objectives of the Integrated Resource Plan (IRP 2019) and the implementation of the envisaged renewable energy Independent Power Producer (IPP) projects:

  • Assessment of the skills needs based on renewable energy industry engagements (this work will build on current efforts lead by organisations such as SANEA, SANEDI, DSI and the CSIR);
  • Engagement with training providers and the wider skills ecosystem to create awareness of the skills and training needs;
  • Investigate available mechanisms for addressing challenges and closing any gaps between demand and supply of the identified skills to unlock the immediate and short term investment opportunities; and
  • Strengthen mechanisms for greater interaction between the green economy industry and tertiary training institutions.
Workstream 2

Assessment of the skills needs to support the realisation of the most immediate and short term green economy investment opportunities in Mpumalanga:

  • Engage with the green economy industry to confirm/augment skills assessment done in
    2021
  • Engage with training providers in Mpumalanga and the wider skills ecosystem to create
    awareness of the skills and training needs;
  • Investigate available mechanisms for addressing challenges and closing any gaps between demand and supply of the identified skills to unlock the immediate and short term green economy investment opportunities in Mpumalanga; and
  • Undertake a process to prioritise interventions that could be implemented to support skills development to unlock or accelerate green economy opportunities in Mpumalanga.

 

Resources:

The following GreenCape staff, with delivery responsibility, have been assigned to the project:

  • 1 x skills analyst with experience in green economy skills development (part-time)
  • 1 x project manager (part-time)
  • 1 x energy program manager (part-time)
  • 1 x project officer (part-time)
  • Support from reverent sector experts at GreenCape staff
  • Communications and operational support from GreenCape staff

 

Budget will be made available for stakeholder workshops and travel.

 

Work mode:

GreenCape is currently in a dual work mode due to the COVID-19 pandemic. Face-to-face meetings (with due consideration of COVID-19 health and safety protocols) would be encouraged to have effective engagement with the GreenCape staff working on the project. However, the emphasis is on efficient and effective delivery, and the work mode can be adjusted accordingly.

 

Capability statements and quotations:

To be considered for this appointment, individuals need to provide the following:

  • A capability statement against the specific scope of work and the key capabilities and experience of the service provider outlined above (max 2 pages);
  • A proposal on the approach to be used to enable the successful delivery of the tasks to be done under each work stream (max 2 pages);
  • Organisational profile / CV of the staff member(s) to be appointed to this role / CV only if applying as an individual;
  • Hourly rate (including VAT, if relevant);
  • Indication of availability from 1 May 2021 – to 31 January 2023 (i.e. the maximum number of hours available per week);
  • B-BBEE Certificate (or relevant B-BBEE affidavit, if an individual);
  • Tax Clearance Certificate;
  • Company Registration Certificate (if relevant); and
  • Declaration of Interest
