Industry speculation has been rife that the revised RFP expected ahead of the third round of bidding will contain significant changes to the economic development and local content criteria. Last week, successful first round bidders met with the DOE to discuss progress made by and challenges faced during the construction phase. This process highlighted the complexity around understanding and complying with economic development criteria as well as that of managing the local community trusts.
